 Section 6: Game Format
 (a) All Division I games and tournaments shall be played in accordance with the following
     select NBA rules:
	(1) 4- twelve minute quarters, overtime periods (OT)are 5 minutes each;
	(2) Twenty four second time clock;
	(3) Game clock stops after a successful field goal in the last minute of quarters
	    1, 2, 3 and the last two minutes in the 4th quarter and any overtime period;  
	(4) Eight second back court;
	(5) Three seconds in the key;
	(6) Foul out on 6 personal or 2 technical fouls;
	    * Fouls committed while the ball is dead are technical fouls.
	(7) The offensive team may advance the ball to the 28-foot mark after a timeout.
	    This must occur before inbounding the ball after a made basket, or immediately
	    after securing a rebound or loose ball;
	(8) All jersey number(s) are legal;
	(9) Penalty (a total of 2 shots) is awarded on the 5th team foul in each quarter or
	    second in the last two minutes, whichever comes first. In over time the penalty
	    on the(a total of 2 shots) is awarded on the 4th team foul or on the second in
	    the last two minutes, whichever comes first;  
	    * Team fouls include personal fouls by defensive players and any loose ball fouls,
	      i.e. offensive fouls and technical fouls are not team fouls.
       (10) Six (6) "full" time outs per regulation time (plus 3 per overtime).  Full time
	    outs are 75 seconds in duration.  Full time outs do not accumulate into overtime.
	    One (1) 20 second timeout per half; (unused timeouts in second half are carried
	    into OT)
       (11) One (1) free throw per indirect or unsporting technical foul; play resumes 
	    at the point of interruption; foul is charged to offending individual.
            The penalty for flagrant technical fouls is ejection of the offending players, 
            the team offended receives two shots and possession of the ball at the division
	    line;
       (12) Maximum 5 players on the lane during a free throw (3 opponents of shooter,
	    2 teammates);
       (13) No forty-five second equipment timeouts. Teams may use a regular timeout or
            substitute for the players. 
       (14) Physical Advantage Fouls (PAF) are penalized by two free throws and possession of 
            the ball awarded to opposing team. A PAF is NOT added to player’s personal or   
            technical foul total or to the team foul total. 
       (15) Players may “hop” wheelchair (all four wheels off the ground) and NOT be assessed
            a PAF.  One hop will instead be considered one push for the purposes of traveling
            violations.  Players that “hop” or tilt into other players causing a competitive      
            advantage may, however, be assessed a personal foul. 

 (b) All other NWBA rules will be utilized.


 NWBA Division 1 Player Draft
(revised 10/5/04) Purpose: To create an opportunity for greater parity among Division 1 (D1) teams. Summary: Beginning after the 2004-05 NWBA season and before rosters are accepted for the 2005-06 season, all players intending to compete at the D1 level will be subject to an annual player draft. The draft will include two rounds. Teams may choose to pass on either or both rounds. Procedures: 1. Registration - Players wishing to compete in the forthcoming D1 season and not rostered with a D1 one team the immediate previous season must submit their names to the Division 1 Commissioner by June 1 and participate in a D1 player draft process to be conducted in the month of July. 2. Eligibility - Players who have not registered for the D1 draft by the June 1 deadline and who were not rostered on a D1 roster for the immediate previous season will not be eligible to compete in D1 for the upcoming season. They may choose to compete in another NWBA division and/or wait until a subsequent annual D1 player draft. 3. Current D1 players - Players who were rostered by a D1 team the immediate previous season may a) continue with the same D1 team, b) move to another D1 team by participating in the draft process, or d) not compete. Player movement is subject to other NWBA guidelines. 4. Draft rights - Players drafted by a D1 team may a) play for that D1 team for two successive seasons, b) choose to play in another NWBA division for two seasons, c) not compete for two seasons, or d) some combination of the previous options. At the end of the two seasons the player may a) continue with their current D1 team, b) move to another D1 team by participating in the draft process, c) play in another NWBA Division, or d) not compete. 5. Continuity - A player who has competed at the D1 level but was not rostered with a D1 team in the immediate previous season must participate in the draft process prior to returning to D1. D1 teams must make roster decisions about players they rostered the previous season prior to the June 1 draft deadline. 6. Undrafted players - Players who participate in the draft process but are not chosen by a D1 team become “free agents” for the immediate subsequent season and may join a D1 team. They enjoy this “free agent” status only for the immediate season following the draft. Undrafted players that don’t join a D1 team as free agents during the immediate season must participate in a subsequent draft process prior to competing in D1. 7. Mid season acquisitions - The only players that a D1 team may add after the initial NWBA D1 roster deadline are players who participated in the immediate previous draft process but were undrafted. 8. Fly-in limits – Players drafted by D1 teams do not count against that team’s "fly-in" limit for the two seasons they are required to play for the team that drafted them. Responsibilities of the NWBA Division 1 team that drafts a player 1. Roster the player for the immediate two NWBA seasons. 2. Provide the player the appropriate team uniform and apparel. 3. Cover the direct expenses associated with team travel (airfare, hotel, etc.) Responsibilities of the player drafted by a NWBA Division 1 team 1. Be available to participate in team activities and games. 2. Maintain personal fitness at a competition level. 3. Maintain competition wheelchair.


 NWBA Division 1 Game Classifying
 (revised 9/6/07)

 Purpose: To move in the direction of the International Classification Point System. 

 Summary: Beginning with the 2007-2008 season, DI will begin using classes 1-4 of players
 for games within the United States/NWBA.  DI added class 4 to the NWBA point system of
 1, 2, 3 to move closer to the International half point system of .5 - 4.5.

 The maximum number of points allowed to participate in a game at any given time is 15.

 International classifications apply to all games outside the United States.
